This Guide[1] is used by Telecom Italia Sparkle (TIS) to evaluate requests made by Internet Service Providers (ISPs) for the purpose of directly exchanging IP traffic with TIS IP network Seabone Autonomous System (AS) 6762.
Partner should be an operator with a global network.
TIS currently accepts only "private peering" or "direct
interconnection" by mutual agreement in Europe, USA and Asia
and doesn't accept any peering interconnection in other
region where Seabone is present.
The duration of the Peering Agreement is one year (12 months),
and may be renewable. Each party may terminate with 30 days
notice.
The requesting peer network must fulfill the following
conditions in order to qualify for a Peering Agreement:
Able to interconnect with TIS in Europe at minimum of four geographically dispersed points of interconnection each with a minimum connection speed of 1000 Mbps (in different countries) and four geographically dispersed points in USA (North, South, East or West area) with a minimum connection speed of 1000 Mbps.
Internal connectivity between all interconnection points.
Maintain a fully redundant backbone network, in which the
majority of its inter-hub trunking links shall have a
capacity of at least 10Gbps (OC-192/10GE) in Europe or in
the United States. Maintain at least 10Gbps (OC-192/10GE) of
dedicated Transatlantic Internet trunk capacity
Fully staffed, 24/7/365 basis Network Operations Center (NOC).
Agree to establish trouble ticket and escalation procedures as
needed and consistent with accepted industry standards.
Carry full routing at border routers.
Consistent routes announcements at all private peering points
with AS 6762.
BGP-4 routing and CIDR.
Registration with the appropriate Regional Routing Registry
(RRR) e.g. RIPE, ARIN, APNIC.
Only routes specified by the appropriate RRR e.g. RIPE,
ARIN, or APNIC databases are accepted from peers.
Must not establish a route of last resort (i.e., default route) directed to
AS 6762.
No third party routes that allow direct traffic exchange
(in either direction) between AS 6762 and the third party.
The amount of traffic to be sent and received between Seabone AS 6762 and the network requesting a Peering Agreement should be in approximate parity. The amount of traffic exchanged in either direction over all interconnection links between the Requester and Seabone shall equal or exceed 1 Gbps both in Europe and in USA. The Seabone Policy adjusts the minimum operating requirements to match current traffic levels of the requesting network.
for considering any augmentation of the interconnection that may be necessary to accommodate traffic growth and minimize the possibility of latency or packet loss between both networks.
Must not be an IPv6 only peering partner. Seabone will add IPv6 peering sessions to existing IPv4 peering partners wherever technically possible.
Must not have been an IP transit customer of Seabone in the past twelve (12) months.
Must be financially stable.
Requester should show willingness to enter into a Non-Disclosure Agreement with Seabone for the purposes of exchanging information relevant to negotiating a Peering Agreement. Requester must be willing to abide by the usage policies of the network including special measures against Abuse by SPAM and Denial Of Service, etc. are described below: A contact point (real person, or role account) for abuse/security issues, and a real person escalation contact should be provided, complete with phone numbers.
Note: These criteria are only guidelines and are not exhaustive. Any final peering executed by TIS and potential peer will contain additional terms and conditions. TIS reserves the right to decline to enter into a Peering Agreement even if the above criteria are nominally met by a potential peering partner.
